I believe this is referring to definition 2 in that dictionary link: "things that cause you problems", although that definition needs to be expanded to include potential problems, ie "risks" (this definition of liability is synonymous with (or very close to) the noun form of "risk").
The panelist is referring to the gaming (ie careful exploitation of the system to elicit unwanted behaviours) of AI systems as an example of one of the liabilities, ie risk factors, of using AI.
